dc.description.abstractBu çalışmada, RAND Corporation Türkiye raporları, Soğuk Savaş sonrası bağlamında incelendi. Araştırma ile raporlarda öne çıkan çerçevelerin bulunması hedeflendi. Bu amaçla 1991 ile 2020 yılları arasında yayımlanmış RAND Türkiye raporlarından bir örneklem oluşturuldu. Metinler nitel çerçeve analizi yöntemi ile incelendi. Araştırma sonucunda RAND raporlarında iç politikada “Baskıcı Kemalist rejim” ve “Dönüşen liderlik”, dış politikada “PKK Türkiye için baskı aracı olarak kullanılıyor” ve “Türkiye kendi çıkarlarının peşine düştü”, Türk ABD ortaklığı başlığında ise “Stratejik dengeleyici Türkiye öngörülebilir ortak değil” ve “Küresel çıkarların devamı için ABD ile ortaklık en mantıklısıdır” çerçeveleri belirlenmiştir. Yapılan çalışma aynı zamanda RAND politika uzmanlarının metinlerinde FETÖ’ye kavramsal alan açtığını savunmaktadır
dc.description.abstractThis study analyses the RAND Corporation's reports on Turkey in the post-Cold War context. The research aims to identify the key frames that emerge in the reports. A sample of RAND Turkey reports published between 1991 and 2020 was selected. The texts were analysed using the qualitative frame analysis method. As a result of the research, the frames 'repressive Kemalist regime' and 'evolving leadership' were identified in RAND reports in domestic policy. In foreign policy, the frames 'PKK is being used as a pressure tool on Turkey' and 'Turkey is pursuing its own interests' came to the fore, while in the Turkish-US partnership, the frames 'Turkey as a strategic balancer is not a predictable partner' and 'Partnership with the US is the most logical for the continuation of global interests' were identified. The study also argues that RAND policy experts provide a conceptual space for FETÖ in their texts
