| dc.description.abstract | Denetimli serbestlik sistemini kendisine konu edinen bu tez çalışmasında, sistemin tarihi ve hukuki boyutları ele alınarak kapsamı, hizmet ettiği amaçları ve dayanakları irdelenmiştir. Gerçekleştirilen çalışmayla birlikte, denetimli serbestlik sisteminin ve uygulamalarının uzman ve yükümlü açısından nasıl değerlendirildiği ortaya çıkarılmak istenmiştir. Böylelikle uygulama ve yaptırımların güçlü ve geliştirilmeye açık yönlerini bulgulamak ve sistemin gelişimine, dolayısıyla suç tekrarının azalmasına katkı sağlanmak istenmiştir. Bu kapsamdan hareketle İzmir Denetimli Serbestlik Müdürlüğü ve Karşıyaka Denetimli Serbestlik Müdürlüğü’nde görev yapan 10 uzman ve denetim sürecini deneyimleyen 20 yükümlü ile yapılandırılmış görüşmeler gerçekleştirilmiştir. Elde edilen veriler, betimsel analiz tekniği ile yorumlanmıştır. Etiketleme kuramı, çalışmanın kuramsal çerçevesini oluşturmaktadır. Bulguların etiketleme kuramının temel iddiaları ve alan araştırması deneyimiyle tutarlılık gösterdiği görülmüştür. Sonuç olarak suç tekrarını engelleme amacı taşıyan yükümlülüklerin ve iyileştirme çalışmalarının, yükümlüler üzerinde birçok açıdan olumlu etkilerde bulunduğu ortaya çıkmıştır. | en_US |
| dc.description.abstract | In this thesis which subject is probation system, historical and legal dimension of the system are discussed and its content, aims and bases are examined. With this study, it is aimed to find out how officer and offender evaluate the probation system and its practices. Thus, it is aimed to discover the strengths and improvable practices and sanctions to contribute to the development of the system and thus the reduction of crime repetition. In this context, structured interviews were conducted with 20 offenders 10 officers in İzmir Denetimli Serbestlik Müdürlüğü and Karşıyaka Denetimli Serbestlik Müdürlüğü. The data were interpreted by descriptive analysis technique. The labelling theory is the theoretical framework of this study. The findings is consistent with the basic claims of the labelling theory and the field experience. As a result, it has been found that the obligations and improvement programs which are aimed at preventing the repetition of crime have positive effects on the offenders in many ways. | en_US |
