dc.description.abstractTEZ OZETI TEZ ADI: MUSTAFA ÇOKAYTN HAYATI, SİYASİ FAALİYETLERİ VE DÜŞÜNCELERİ Mustafa Çokay 25 Aralık 1890 tarihinde Kazakistan'ın Akmescid şehrinde dünyaya gelmiştir. Taşkent Rus gimnaziumunu birincilikle bitirerek Petersburg Üniversitesi Hukuk fakültesine kaydolunan Mustafa Çokay, 1914'ten itibaren Rusya Devlet Dumasmda Türkistan Mümessili olarak faaliyet göstermiştir. 1917 Şubat İhtilali üzerine ülkesine dönmüş, Türkistan Geçici Hükümet üyesi ve Türkistan Milli Şuralar başkanı sıfatıyla Türkistan Milli Muhtariyetinin kurulmasına hazırlıklar yapmış. Türkistan'da kurulan çift hükümet Hokand ve Alaşorda Muhtariyetlerinde Dışişleri bakanlığını yapmış. Daha sonra Hokand Muhtariyetinin Cumhurbaşkanlığına seçilmiştir. Milli Muhtariyetlerin bolşevikler tarafından dağıtılması üzerine Mustafa Çokay siyasi muhacerat'a çıkıyor. Baku, Gürcistan ve İstanbul'da bir süre kaldıktan sonra Avrupa'ya geçiyor ve Paris'e yerleşiyor. Yazılan konferansları ve siyasi temaslanyla geniş bir faaliyet alanına giriyor ve Promethee'nin kuruluşunda etkili oluyor.Mustafa Çokay burda "Yaş Türkistan" dergisini çıkarmıştır. n Dünya Savaşı başladığında Mustafa Çokay, "Türkistan Lejyonunu kurduı^ak için Almanlar tarafından götürülüyor. 1941 Aralık ayında vefat etmiştir. Mustafa Çokay Türkçüdür. Fakat o Türkçülüğü kültürel bağlamda ele almıştır. Coğrafi ve siyasi şartlara uygun konfederasyon fikrini savunmuştur. Mustafa Çokay iktisadi, siyasi, tarihi, coğrafi ve her cihetten bir olan Türkistan'ın gelecekte İsviçre örneğinde bir devlet olmasını düşünmüştüren_US
dc.description.abstractABSTRACT. TITLE: The Life Story, Political Activities and ideas of Mustafa Tchokay. Mustafa Tchokay was born on December 25, 1890 in the city of Akmesgid, Kazakistan. Upon graduating Russian Gymnasium (High School) in Tashkent, Tchokay registered to the law School in the University of Petersburg. Following his higher education Tchokay became a member of Russian State Parliament as representative of Turkestan. Upon Socialist Revolution Tchokay returned to Turkestan where he became a member of 'Temprorary Government", the President of Turkestan National Assembly, and made necessary preparations for National Independence. When there were two autonomous governments; Hokand and Alash-Orda, in Turkestan Tchokay became the Minister of Foreign Affairs for the both governments. Later he was elected as a President of Hokand Autonomous Government. Upon destruction of the National Autonomies in Russia by Bolsheviks, Tchokay became a political refugee in Baku; Azerbaidjan, Georgia, Istanbul and then he went to Europe and settled in Paris, France. İn Europe, by his writings, conferences and the political affiliations Tchokay became a influential political figure, and his influences resulted on the construction of Promethee which was an anti-Soviet political Society. In this society Tchokay was successful on publishing the journal of "Yaş Türkistan" (Young Turkestan). During the Second World War Tchokay was taken from Paris to Beiliri by Germans in order to establish 'Turkestan Legion". Mustafa Tchokay passed away in December 1941. Mustafa Tchokay was a Turkist, but his understanding of Turkism was on the level of cultural ties. By depending upon geographical and political situations, Tchokay head of the idea of the confederation for Turkish countries. Tchokay depending upon the economical, political, historical and geographical ties among the people in Turkestan and taking the Switzerland as an example, wanted to have a single State of Turkestan for the future.en_US
