Buna karşılık Kosova, Batı dünyasının güçlü desteğine rağmen, Rusya ve Çin'in veto tehdidi nedeniyle BM üyeliği kazanamamaktadır. Buna ek olarak, Sırbistan'ın yürüttüğü aktif ‘tanımayı geri çektirme’ diplomasisi de Kosova'nın geniş kapsamlı uluslararası tanınmasını engellemektedir. Veto yetkisine sahip bu aktörlerin ve Sırbistan’ın oluşturduğu 'karşıt barınak' engeli, Kosova’nın BM üyeliğini engellemekte ve günümüzde hâlen kalıcı bir evrensel tanınma sorunuyla karşı karşıya bırakmaktadır. Karşıt barınak etkisi, veto mekanizmasının belirleyici olduğu Birleşmiş Milletler Güvenlik Konseyi sisteminde güçlü biçimde işlerken, ağırlıklı veya çoğunluk esaslı karar alma usullerine sahip kuruluşlarda daha sınırlı kalmıştır. Bu durum Kosova’nın BM üyesi olamamasına rağmen bazı uluslararası örgütlere katılabilmesini sağlamıştır. Ayrıca Kosova makamlarının resmi açıklamalarına göre ülke 2026 itibarıyla 121 devlet tarafından tanınmaktadır (Office of the President of Kosovo, 2025).

This study analyzes the state formation and state-building processes of small states, as well as their international recognition status, within the framework of Shelter Theory through a comparative analysis of the cases of Kosovo and Timor-Leste. The findings of the thesis reveal that both small states were subject to direct and intense intervention by the international community during their statehood processes, and that the United Nations (UN) and Western actors played a comprehensive 'shelter' role not only in state-building, but also across the political (security and diplomatic), economic, and societal dimensions outlined by the theory. However, the research results demonstrate that these two cases, despite undergoing similar processes, produced completely contrasting outcomes in terms of recognition and institutional integration. Thanks to a relative consensus among major powers, East Timor's independence process was rapidly institutionalized. With Security Council Resolution 1414 and General Assembly Resolution 57/3, East Timor was admitted as the 191st member of the UN without facing any veto barriers, thereby certifying its international sovereignty. Conversely, despite strong support from the Western world, Kosovo is unable to gain UN membership due to the veto threats of Russia and China. In addition, Serbia's active derecognition diplomacy hinders Kosovo's widespread international recognition. The 'counter shelter' obstacle created by these veto-wielding actors and Serbia obstructs Kosovo's UN membership and leaves it facing a persistent issue of universal recognition today. The effect of counter shelter is most pronounced within the United Nations Security Council system, where the veto mechanism is decisive, whereas it is considerably more limited in organizations where decision-making is based primarily on weighted voting or majority rule. This has enabled Kosovo to become a member of certain international organizations despite not being admitted to the United Nations. Furthermore, according to official statements by the Kosovo authorities, the country has been recognized by 121 states as of 2026 (Office of the President of Kosovo, 2025). Consequently, this thesis demonstrates that small states seek an external shelter to survive in the international system; however, the effectiveness of this shelter is dependent on global power balances and geopolitical rivalry. Analyses conducted within the framework of Shelter Theory prove that the external shelter strategy is a viable and effective path both in the state-building process and in achieving broad international recognition, nevertheless, structural "counter shelter" actors also play a significant role.
