Özet
Polis birçok araştırmada hatalı bir şekilde kent-devleti olarak tanımlanmıştır. Ancak
polis konusu, devlet olduğu kavramından başlayarak her noktasında tartışmaya açık bir
konudur. Devlet olarak kabul edildiğinde, polisin Yakın Doğu’daki benzerleriyle olan
karşılaştırmaları sonucu, bu yapının kent-devleti olarak nitelendirilmesi tartışma konusu
yaratmaktadır. Gerçekten de polisi sadece kent-devleti olarak adlandırmak onun tüm
dinamiklerini açıklamakta yetersiz kalmaktadır.
Polisin anlamına dair bahsedilen tartışmalardan sonra bu kavramın Yunan bölgesinde
ne zaman ortaya çıkmış olabileceği önem teşkil etmektedir. Bu amaç doğrultusunda da polisin
en temelinde ikili bir anlamı olduğunun bilinmesi gerekir. Bu anlamlar: Kentsel anlamda polis
ve politik anlamda polistir. Kentsel anlam tek başına ele alındığında Zagora, Herakleion gibi
erken yerleşimler bu başlangıca kanıt olarak gösterilebilir. Ancak politik birliktelik ele
alındığında, bu ideolojik yapılanmanın M.Ö. 8. yüzyılda başlamış olabileceği düşünülmektedir.
Bunun sebebi olarak da M.Ö. 8. yüzyılda yaşanan yoğun sosyo-kültürel ve sosyo-ekonomik
değişimler gösterilmektedir. Bu noktada polisin ortaya çıkışını, genel kanı olarak, M.Ö. 8.
yüzyıla tarihlemek doğru olacaktır.
Polisin bahsedilen bu dualistik anlamını kavramak onun içsel dinamiklerini tanımaktan
geçmektedir. Polisin içsel dinamikleri de kendisi gibi somut ve soyut kavramlardan oluşur. Bu
oluşumlar polisi yaratan toplumun yapısı hakkında bize bilgi vermesi bakımından önemlidir.
Bu yapıların incelemesiyle polisin, ortaya çıkmasına sebep olmuş, daha sonra yarattıkları bu
yapının vatandaşları olan toplum ile ilişkisi de anlaşılmış olacaktır. Polisin bu bahsedilen
anlamları anlaşıldığında da onun ortaya çıkmasına sebep olan dinamikleri ve süreci fark
etmemiz daha kolay olacaktır.
Polis is wrongly named city-state in many researchs. The subject of polis is open to discussion at every point starting from the concept that it is a state. When polis accepted as a city-state, discussions come up as it is not the same concept as the Near East city-states. Indeed, calling the police only a city-state is inadequate in explaining all its dynamics. After the discussions of the meaning of the polis, its important to see when the polis emerge in the Greek land. Toward the this goal we should know polis have a dual meaning. This meanings is: polis as a city and as a political unity. When we get the urban meaning alone, sites like Zagora or Herakleion can be the proof of early early states. But when we get the political unity meaning it was thought that this ideological structure might have started in the 8th century B.C. The reason of the this thougt is that the intense socio-cultural and socioeconomic changes experienced in the 8th century B.C. If the dualistic meaning of the polis needs to be clearly understood, first we should understand the internal dynamics of this political system. The internal dynamics of the polis may also be some of the concrete and abstract concepts. After investigating these structures of the polis, we would have a clear view upon the society which builds this form of state. After understanding the elements about the concept of the polis, it will be easier to determine the dynamics and process which are the reasons for its emergence.
