Özet
With the declaration of the Tanzimat, Ottoman Empire undertook a series of innovation actions. Among these actions there was a wide range of parliamentary movements. in this process, which started with Meclis-i Vala-yi Ahkam-i Adliye, many Ministry councils were established as decision-making bodies, and local councils took place in the provincial administrations. It is observed that temporary assemblies were formed in every situation necessary for the reforms to be carried out. Unlike other assemblies, Improvement Councils have been an important step in the promotion and implementation of Tanzimat. During the transition from the old order to the new, the fact that the problems were spotted together by the rulers and the ruled undoubtedly contributed to the public's adoption of this new order. This study aims to reveal the sincerity and seriousness of the central bureaucracy in the direction of change during the Tanzimat period when the relations between the center and the provinces were rearranged. in these two cities, which have different geographies, it is aimed to illustrate how the Improvement Commissions work at micro level and demonstrate their functionality.
