Özet
İçinde yaşadığımız tarihsel dönemi, yüzleştiğimiz çok sayıda kriz hali ile, neredeyse bir çoklu krizler dolanıklığı ile tarif etmek yönünde bir eğilim vardır. Gıda alanı da, haklı temelleri olan bu söylemden azade değildir. Ancak bir durumu kriz olarak adlandırmak, belirli bir bakış açısından, somut olay ve süreçlere bakılarak yapılmaktadır. Sahiden de gıda ilişkilerinin mevcut durumunda, bir kriz görünümünü sağlayacak çok sayıda radikal sorun ve derin adaletsizlikler söz konusudur. Ancak görünen bu somut olay ve süreçlerin doğru anlaşılması, bunların arkasındaki maddi-tarihsel süreç ile iktidar mekanizmalarının, gıda iktidarının açığa çıkarılmasına bağlıdır. Gıda iktidarı, nüfusu, bir bütün olarak, gıdanın üretim, dolaşım ve tüketim pratikleri aracılığıyla, içinde bulunduğu dönemin mevcut yönetimsel akılsallığına bağlı olarak yönlendiren ve düzenleyen mekanizmalar ve ilişkiler bütünüdür. Bu haliyle, gıda alanında söz konusu olan, kapitalizm sonrası dönemde nüfusun ortaya çıkışı ile biçim kazanmaya başlayan ve zirvesini neoliberal akılsallık altında bulan bir ilişkilenme biçimidir. Ancak her iktidar gibi, gıda iktidarı da direnişi beraberinde getirmiştir. Gıda ilişkileri alanında adalet talebiyle çeşitli mücadeleler ortaya çıkmıştır. Ve geçen süreçte ortaya çıkan bu hareketlerden bazıları, sadece mevcut gıda sisteminde bir tadilattan daha fazlasını istemiş, gıda ilişkilerinde özyönetim hakkını, gıda egemenliğini talep etmeye başlamıştır. Bu çalışma, politika felsefesinin kavramlarını kullanarak yürüttüğü kapsamlı bir soruşturma ile, gıda krizi söyleminin tarihsel, toplumsal ve felsefi kökenlerini aramakta, kriz söylemine neden olan maddi-tarihsel koşulları ve iktidar mekanizmalarını detaylıca incelemektedir. Gıda iktidarını araştırmakta ve olağan işleyişini göz önüne çıkarmaya çalışmaktadır. Gıda alanındaki karşı söylem ve mücadeleleri ise gıda iktidarını dağıtma potansiyellerine göre, iki farklı perspektiften, haklar ve biyopolitika bakışından incelemektedir. Hak ve iktidar mücadelelerinin kesişiminde, yeni türden bir hak ve yeni türden bir egemenlik talebi ortaya koyan gıda egemenliği yaklaşımını ise sahip olduğu imkânlar ve açmazlar ile incelemektedir.
Our current era is marked by an intersection of crises, leading to what's often described as a 'polycrisis'. This also applies to the domain of food. While this description holds some validity, the labelling of a situation as a crisis depends on specific points of view and concrete events. Undoubtedly, current food relations face significant challenges and systemic injustices that justify the recognition of a crisis. However, a nuanced understanding of these issues requires an engagement with material-historical processes and power dynamics, particularly 'food power'. Food power encompasses a complex web of mechanisms and relationships that govern the production, distribution and consumption of food in line with prevailing governmental rationalities. Emerging alongside population management in the post-capitalist era, it has peaked under neoliberal rationality. However, like all forms of power, food power has met with resistance, with movements seeking justice in food relations. Some movements go beyond basic reform, seeking self-governance and food sovereignty. This study takes a comprehensive approach, using concepts from political philosophy to explore the historical, social and philosophical roots of the food crisis discourse. It examines the material-historical conditions and power dynamics underpinning this discourse, analysing how food power operates. It also examines counter-narratives and resistance movements within the food domain from two perspectives: Rights-based frameworks and biopolitical considerations, and assesses their potential to disperse food power dynamics. Central to this exploration is an investigation of the food sovereignty paradigm, which offers both opportunities and challenges for the dispersal of contemporary food power.
