Özet
Temelleri Çarlık Rusya'nın I. Petro döneminde ekonomik ve jeopolitik kaygılarla Kafkasya ve Orta Asya'yı işgal hareketiyle atılan Rusya-Kazakistan ilişkileri, günümüz dünya düzeninde benzer motivasyonlar üzerinde gelişmektedir. Gerek Çarlık gerek Sovyet Rusya dönemlerinde Ruslar'ın hükmettiği; Kazaklar'ın tabi kılındığı bir düzlemde ilerleyen ilişkiler, 2022'de Rusya öncülüğündeki Kolektif Güvenlik Antlaşması Örgütü'nün Kazakistan'a müdahalesiyle dünyanın odağı olmuştur. Çarlık Rusya Dönemi'nde "Ruslaştırma" ve "Hristiyanlaştırma"; Sovyetler döneminde ise "Sovyetleştirme" ve "Ateistleştirme" politikalarıyla Kazaklar'ın öz kimlikleri tahrip edilmiştir. Çarlık Rusya ve SSCB'nin ekonomi politikaları dolayısıyla kıtlık krizleriyle mücadele etmek zorunda kalan, sürülen ve canından olan Türkistan Türkleri, 1991'de çöken SSCB'nin altından bağımsızlıklarını kazanarak çıkmışlardır. Ancak özellikle Kazakistan Cumhuriyeti, Rusya Federasyonu'yla paylaştığı uzun kara sınırları, demografik yapısı, ekonomik kaynaklaarı, Orta Asya'nın merkezindeki jeopolitik konumu ve çok yönlü politikaları sebebiyle Rusya dahil bütün büyük devletlerin odağındadır. Bu durum Rusya'nın tüm jeopolitik vizyonunu Kazakistan'da somutlaştırır. Bu tez çalışmasının temel amacı, Rus jeopolitik vizyonunu Kazakistan üzerinden incelemek, Kazakistan'ın uluslararası konumu çerçevesinde Rusya ile ilişkilerinde güvenlik zaafiyetlerini ve destekleyicilerini analiz etmek, yeni dünya düzeni ışığında ikili ilişkilerdeki olasılıkları görebilmektir.
Russia-Kazakhstan relations which the origins were date back to the Tsarist Russia's invasion of Central Asia, driven by economic and geopolitical concerns, in the period of Peter the Great, have been continuing in modern times with similar motivations. Bilateral relations, which had progressed the Russians reigned and the Kazakhs were subjugated in both the Tsarist and Soviet Russia periods, became again focal of the world attention because of intervention of the Collective Security Treaty Organization led by Russia in Kazakhstan in 2022. As the rest of Turkestan, Kazakh national identity were destroyed via "Russification" and "Christianization" in the Tsarist Russia period and "Sovietization" and "Atheization" policies in the Soviet period. The Turkestan Turks who had to struggle with famine crises due to the economic policies of Tsarist Russia and the USSR and were exiled and killed, in 1991 emerged from under the collapsed USSR as independent nations. However, especially the Republic of Kazakhstan, due to its long land borders shared with the Russian Federation, its demographic structure, economic resources, geopolitical position in the center of Central Asia and its multidimensional policies, is in the focus of all major powers including Russia. This situation is embodied all geopolitical visions of Russia towards Eurasia, in Kazakhstan. The main purpose of this thesis study is to examine the Russian geopolitical vision through Kazakhstan, to analyze the security vulnerabilities and supporters in its relations with Russia within the framework of Kazakhstan's international position, and to see the possibilities in bilateral relations in the light of the new world order.
