Kimya Mühendisliği Bölümü tehlikeli atıklarının bertarafı ve Kimya Mühendisliği Laboratuvarı altyapı yenileme

Çevre ve Şehircilik Bakanlığının Üniversite ve Yüksek Okullara getirdiği tehlikeli atık beyanı mecburiyeti ve kontrolleri nedeniyle üniversite bölümlerinde biriken tehlikeli atıkların ara depoda en çok 180 gün depolanması ve akabinde lisanslı bir tehlikeli atık taşıma firmasına teslim etmesi gerekmektedir. Fabrikalardan sonra üniversitelerin belirli bölümlerinde ortaya çıkan ve bertarafı gereken tehlikeli atıkların çevreye zarar vermeden bertaraf edilebilmesi için Çevre ve Şehircilik Bakanlığı her yılın Ocak-Mart ayları arasında bir yıl önce taşıtılmış olan tehlikeli atıkların beyanını istemektedir. Bu şekilde tehlikeli atıkları sıkı bir denetime tabi tutmakta ve tehlikeli atıkların gelişigüzel çöpe atılmasını veya lavabolara dökülmesini engellemektedir. Üniversiteler bu görevlerini gereğiyle yerine getiremediklerinde ciddi maddi cezai müeyyideleri bulunmaktadır. Bu projenin amacı, üniversitelere düşen bu görevleri yerine getirmek ve bölümümüzde oluşan tehlikeli atıkların kanun ve yönetmeliklere uygun olarak bertarafını ve gerekli altyapısını oluşturmak ve beyanını sağlamaktır. Üniversite bünyesinde oluşan tehlikeli atıkların çevreye zarar vermesinin önlenmesi ve bu hususta yasalara uymak için gerekli adımların atılması için fakülte ve bölümlerin belirli sorumlulukları yerine getirmesi şartı bulunmaktadır. Bu sorumluluklar, ✓ tehlikeli kimyasal atıkların mümkünse kaynağında oluşumunun önlenmesi, ✓ bu mümkün olmuyorsa oluşum miktarının minimize edilmesi ✓ atık olarak bertaraf seçeneğinden önce geri kazanım/geri kullanım seçeneklerinin değerlendirilmesini kapsamaktadır. Tüm bu işlemlerin yapılmasından sonra oluşan ve bertarafı gereken atıkların ise taşınması için lisans almış kişi ve kuruluşlarca atığın özelliğine ve yönetmeliklere uygun lisanslı araçlarla yapılması gerekmektedir. Lisanslı taşıma firmaları da tehlikeli atıkları, bu tür atıklar için bertaraf hizmeti veren bertaraf tesisine iletmekle yükümlüdürler. Bu yükümlülüklerin yerine getirilebilmesi için Lisanslı Taşıma Firmalarına, tehlikeli atıkların bertaraf tesislerine taşınması ve tehlikeli atıkların bertaraf tesislerinde bertarafı için ödemelerde bulunulması gerekmektedir. Tamamlanan projede öncelikle araştırmalarında tehlikeli atık üreten tüm bölüm öğretim üye ve yardımcılar atıklarını kategorilendirip depolamıştır. Daha sonra tehlikeli atıkların lisanslı taşıma firmasının araçlarına kadar teslimi bölüm sorumluluğunda gerçekleştirilmiş, taşıma firmasına ödenen taşıma ve bertaraf maliyetinin yanında, bölümdeki atıkların araca taşınması esnasında bölüm personelinin gerekli iş güvenliğiyle ilgili araç ve gerecinin ve diğer öngörülemeyen, kimyasal, bölümde tehlikeli atık altyapı sistemi için gerekli ekipmanlar satın alınmıştır ve bertaraf süreci sorunsuz bir şekilde sona ermiştir. Ayrıca Kimya Mühendisliği gerçekleştirilen proje ile birlikte bölümdeki çok eski deney düzeneklerinden bir tanesi olan soğutma kulesi deney düzeneği yenilenmiştir. Yenilenen düzenekle iki yarıyıl boyunca deneyler sorunsuz bir şekilde gerçekleştirilmiştir ve süreç hala devam etmektedir.

Due to the obligation and controls of hazardous waste declaration brought by the Ministry of Environment and Urbanization to universities and colleges, the hazardous wastes accumulated in the university departments should be stored in the intermediate storage for a maximum of 180 days and then delivered to a licensed hazardous waste transport company. The Ministry of Environment and Urbanization requires the declaration of hazardous wastes that have been transported between January and March of each year a year ago in order to eliminate hazardous wastes that arise in certain parts of the universities after factories and which need to be disposed of without harming the environment. In this way, it puts hazardous wastes under strict control and prevents hazardous wastes from being disposed of randomly into the trash or spilling into the sinks. Universities have serious financial sanctions when they fail to fulfill their duties. The aim of this project is to fulfill these duties of universities and to create and declare the necessary infrastructure and disposal of hazardous wastes in our department in accordance with the laws and regulations. It is essential that faculties and departments fulfill certain responsibilities in order to prevent the hazardous wastes generated in the university from harm to the environment and to take necessary steps to comply with the law. These responsibilities are, ✓ preventing the formation of hazardous chemical wastes at the source, if possible, ✓ minimizing the amount of waste formation ✓ evaluation of recovery / reuse options prior to disposal as waste. The wastes that are formed after all these operations and which need to be disposed of must be carried out by licensed vehicles in accordance with the characteristics of the waste and the regulations by the persons and organizations who have been licensed for transportation. Licensed transport companies are also obliged to forward hazardous wastes to the disposal facility which provides disposal services for such wastes. In order to fulfill these obligations, Licensed Transport Companies must be paid for the transportation of hazardous wastes to disposal facilities and for the disposal of hazardous wastes in disposal facilities. In the completed project, first of all, faculty members and assistants that producing hazardous waste in their research categorized and stored their waste. Subsequently, hazardous wastes were delivered to the vehicles of the licensed transportation company under the responsibility of the department. In addition to the transportation and disposal costs paid to the transport company, vehicles and equipment related to the occupational safety of the department personnel and other unpredictable, chemical and hazardous waste infrastructure systems were purchased during the transportation of the wastes to the vehicle and the disposal process was completed without any problem. In addition, the cooling tower experimental set-up, which is one of the oldest experimental set-up’s in the Chemical Engineering Department, was renewed with this project. With the new set-up, the experiments were carried out for two semesters with no problem and the process still continues.
