Doğu Akdeniz'deki gelişmeler ışığında Soğuk Savaş sonrası Türkiye ve Yunanistan'ın ABD politikası

Özet
Doğu Akdeniz, sahip olduğu jeopolitik konum ve jeostratejik önem ile yüzyıllar boyunca devletler arasındaki çatışmaların merkezinde yer almıştır. Bu bölgeyi ve dolayısıyla bu bölgenin getirdiği avantajları elinde bulundurmak isteyen büyük güçler arasında çıkan çatışmalar, Doğu Akdeniz'deki rekabet ortamını her zaman sıcak tutmuştur. Doğu Akdeniz, sahip olduğu geçiş güzergâhları ile kıtaları birbirine bağlarken devletlere önemli bir ticari kazanç sunmaktadır. Bu durum, gücü elinde bulundurmak isteyen devletleri, dış politikalarını oluştururken Doğu Akdeniz üzerindeki çıkarlarına da odaklanmaya itmiştir. Bu tezde, Doğu Akdeniz'e kıyısı bulunan iki önemli bölge ülkesi Türkiye ve Yunanistan'ın, bölge üzerindeki ulusal çıkarları doğrultusunda şekillenen dış politikaları incelenmiştir. Doğu Akdeniz bölgesinde iki komşu ülke olan Türkiye ve Yunanistan'ın bu bölgede yaşanan gelişmeler doğrultusunda izledikleri politikalar ele alınırken bu gelişmelerin, ABD ile ikili ilişkilerine yansıması değerlendirilmiştir. Soğuk Savaş döneminde süper güç olan ABD'ye sığınan bu iki ülkenin bu büyük güce yaklaşımları, Doğu Akdeniz'de yaşanan sorunlar çerçevesinde incelenmiştir. Özellikle Soğuk Savaş sonrası değişen uluslararası sistemin yapısı ile birlikte değişen koşulların, devletleri nasıl etkilediği ve bu doğrultuda yaşanan gelişmelerin Türkiye ve Yunanistan'ın dış politikasına yansıması ele alınmıştır. 1990 sonrası dönemde iki ülkenin Doğu Akdeniz temelinde izledikleri dış politika stratejilerinin farklılaştığı gözlemlenmiştir. Çalışma kapsamında, Doğu Akdeniz'deki çıkarları göz önüne alındığında Türkiye ve Yunanistan'ın ABD ile ilişkilerinde izledikleri farklı yaklaşımlar incelenmiştir.
The Eastern Mediterranean, with its geopolitical position and geostrategic importance, has been at the center of conflict between states for centuries. Conflict between the great powers that want to own this region and therefore the advantages that this region brings, have always kept warm the competitive environment in the Eastern Mediterranean. The Eastern Mediterranean offers an important gain to the states while connecting the continents with the transit routes it has. This situation has forced the states that want to hold power to focus on their interests in the Eastern Mediterranean while forming their foreign policies. In this thesis, the foreign policies of Turkey and Greece, two important regional countries located on the Eastern Mediterranean coast, shaped in accordance with their national interests in the region were examined.While considering the policies followed by Turkey and Greece, two neighboring countries in the Eastern Mediterranean region, in line with the developments in this region, the reflection of these developments on their bilateral relations with the United States was evaluated. The approaches of these two countries, which took refuge in the USA, which was a superpower during the Cold War, to this great power have been examined within the framework of the problems experienced in the Eastern Mediterranean. In particular, the structure of the changing international system after the Cold War, as well as how changing conditions affect states and the reflection of developments in this direction on the foreign policy of Turkey and Greece have been discussed. In the post 1990 period, it has been observed that the foreign policy strategies pursued by the two countries on the basis of the Eastern Mediteranean have diverge. Within the scope of the study, the different approaches that Turkey and Greece follow in their relations with the United States, taking into account their interests in the Eastern Mediterranean were examined.
