HASTANE OKULLARINDAN HASTANE SINIFLARINA GEÇİŞLE BİRLİKTE ORTAYA ÇIKAN SORUNLARIN OKUL YÖNETİCİLERİNİN VE ÖĞRETMENLERİN GÖRÜŞLERİ ÜZERİNDEN İNCELENMESİ

Özet
Bu araştırmada, hastane okulları uygulamasından hastane sınıflrına geçişle birlikte ortaya çıkan yasal düzenlemelerle, örgütsel yapılanmayla ve kurumsal işleyişle ilgili eğitimsel ve yönetsel sorunlar saptanarak, bulgular doğ- rultusunda önerilerin geliştirilmesi hedeflnmiştir. Araştırma nitel araştırma desenlerinden açıklayıcı durum deseninde yürütülmüştür. Araştırmanın çalışma grubunu; İzmir İl Merkezinde bulunan 5 hastane sınıfındaki, farklı branşlardan 9 hastane sınıfı öğretmeni ve bu sınıflrın bağlı olduğu 4 okulun okul yöneticileri oluşturmaktadır. Araştırmanın verileri, araştırmacılar tarafından geliştirilen görüşme formuna verilen yanıtların içerik analizi ile çözümlenmesi ve konuyla ilgili yasal düzenlemelerin incelenmesi yolu ile elde edilmiştir. Bulgular şöyle özetlenebilir: Hastane sınıflrında örgütlenme ve yetkilendirme karmaşası ile işleyişi açıklayacak ve kolaylaştıracak bir yönerge gereksinimi bulunmaktadır. Diğer kurumlar ile eşgüdüm sağlama ve hastane sınıflrının denetiminde etkili olacak bir yapının olmadığı anlaşılmıştır Okul yöneticilerinde ve öğretmenlerde, hastane sınıflrının gereklilik algısı ve bu okullara yüklenen anlamda sorunlar bulunmuştur. Burada görev alacak olan öğretme ve yöneticilerde bilgilendirilme, eğitim ve deneyim eksikliği, denetim, bütçe ve özlük hakları ile ilgili sorunlar yaşadığı sonucuna ulaşılmıştır.
The purpose of this study is to reveal the educational and managerial problems like legal, organizational structure and ınstitutional processes, which occurs after the change process from hospital schools to hospital classroom application and to develop proposals according to the fidings. In this qualitative research explanatory case study design was used. The participants of this study were composed of all 5-hospital classrooms in Izmir and their teachers (9) also the principals of 4 schools which these hospital classrooms are connected. The data of the research are collected by analyzing trough contend analysis techniques of an interview form developed by the researchers and examining of the legal arrangements. The fidings could be summarized as follows: There is an organization and authority complexity, and a necessity of instruction that clarifis and facilitates the mechanism. There is a lack of coordination with the other institutions and a structure which will be effective in audit of hospital classrooms. The perception of necessity for these classrooms and the meaning loaded to these schools by the principals and teachers are problematical. Teachers and principals working in such classrooms and schools have problems in not informing enough about the mechanism, having a lack of experience in education, audit, there are budget and personnel benefis.
