Özet
In this article, which evaluates preventive health services provided in primary healthcare in the 20th year of the Health Transformation Program, the change of preventive services in primary health care which international organizations argue has expanded with the emphasis on public health functions is first defined. Primary healthcare preventive services are assessed in terms of communicable diseases, non-communicable diseases, and reproductive health. By using the COVID-19 pandemic as an example, it has been found that primary healthcare services fall short in providing community oriented preventive services such infectious disease surveillance, early detection, monitoring, and source identification. Both individual and community preventive services for non-communicable diseases are obviously ineffective, and the integration plan with healthy life centers, which is promoted as a new structure, is likely to turn into a consumption-based, market-oriented program as a result of neoliberal policies. Although preventative services for reproductive health care were quantitatively increased, it was found that the quality of services did not improve, and that interuptions in services not covered by performance-based payment worsened health outcomes and widened inequalities. © 2023, Turkish Medical Association.
