Bu yazıda, İstanbul'da Taksim Atatürk Kitaplığı'nda Muallim Cevdet Kataloğu'nda saklanan Karaman Vilayetine ait 1483 tarihli bir Evkaf Defteri yayımlanmaktadır. Murad Çelebi bin Hamza bey tarafindan hazırlanmış olan bu defter Orta Anadolu"da Osmanlı öncesi uygulamalarına özellikle Karamanoğlu II. İbrahim beyin uygulamalarına atıfta bulunmaktadır. Bu çalışma, 1990 yılında Ege Üniversitesi'nde başlattığım "Karaman Vilayeti Tarihinin Kaynakları" isimli projenin bir ürünü olarak sunulmuştur.
The Defler-i Mücmel-i Evkâf-ı Vilâyet-i Karaman, an official Ottoman document in Ottoman Turkish, was prepared by Murad Çelebi bin Hamza Bey, a land surveyor, and Mehmed, an official Muslim clerk, in the year of 1483, when Bayezid II. was accessed to the Ottoman throne. It is kept at the Muallim Cevdet Catalogue (no. 0-116/1) of the library of Taksim Atatürk Kitaplığı in Istanbul city. Little are known about Murad bey and Mehmed due to lack of data. This informative awqaf survey centaine many pious foundations set up by pre-Ottoman rulers, in particular Karamanoğulları. We know that Karamanoğulları were a famous Turkish family who ruled the Karaman province from the middle of the thirteenth century to the last of the fifteenth century. İbrahim bey II. (d. 1464) was one of the most influential rulers of Karamanoğullan at the middle of the fifteenth century. He himself established a few pious foundations in Konya and in Larende cities and supported such meritorious acts of the other rulers in the Karaman province. Islamic foundations like mosques, small mosques, dervish lodges, baths, medresses, tombs, soupkitchens for the poor, cisterns, wells, bridges, caravanserais, fountains with spout, schools where Muslim children were taught the Quran by heart were established in the Karaman region. You already know that to devote to a pious foundation a property was considered a meritorious act in the Islam. Therefore, many Muslim rich rulers, including women, established many pious foundations in order to gain the God's reward. After Ottomans annexed the Karaman province in 1476, they generally did not abolish the pious foundations of Karamanoğullan, but, Mehmed the Conqueror lawly cancelled some pious foundations that there was no a trustee or possessor in 1476. At the end of the application, the awqaf taxes were assigned for spahis. In the year of 1481, when Bayezid II. was the sultan of the Ottoman Empire, all cancelled pious foundations by Mehmed the Conqueror (1432-1481) were re-established lawly with the Imperial order dated 1481. In the awqaf defteri I published here there is no these applications of the abrogation. Having examined the document, we know that Cem (1459-1495), Prince Abdullah (1466-1482) and Prince Mustafa (1450-1474) of the Ottoman family who were appointed to the Karaman province from Istanbul as ruler approved the institutions formed by Karamanogullan and other Turkish families who ruled a part of the Karaman regions in pre-Ottoman times.
