Özet
Türkiye Cumhuriyeti ile diğer bağımsız Türk Cumhuriyetlerinin sosyal güvenlik sistemlerinin kıyası olarak ele alınan bu tez Türkiye, Özbekistan, Azerbaycan, Kazakistan, Kırgızistan, Türkmenistan ve Kıbrıs'ın güncel uyguladığı sosyal güvenlik sistemlerini ve mevzuatlarını kapsamaktadır. Tez, anılan ülkeler ve onların sosyal güvenlik sistemleri ile sınırlı olup, Türk devletleri sosyal güvenlik bağlamında ilişkilerini neden geliştirmeli, nasıl geliştirebilir ve sosyal güvenlik sistemlerinin uyumlaştırılması hususu neden önemlidir sorularına cevap niteliği taşımaktadır. Bu bağlamda detaylı bir çalışmanın az sayıda yapılmış olması nedeniyle örnek teşkil etmesi niteliğinden hareketle anılan ülkelerde uygulanan sosyal güvenlik sistemleri, ilgili ülkelerin resmi devlet sayfalarından doğrudan temin edilecek mevzuatları ve tezin bitiş tarihine kadar gerçekleştirilecek bütün mevzuatsal güncellemeleri kapsamaktadır. Ülkelerin sosyal güvenlik sistemlerinde finansman yolları nelerdir, ilgili ülke vatandaşlarına sağlanan haklar, (iş göremezlik ödenekleri, malullük, yaşlılık, ölüm sigortaları kapsamında bağlanan aylıklar, emeklilik koşulları, birtakım istatistikler vb. konular) detaylı bir şekilde ele alınmıştır. Ayrıca Türk Devletleri Teşkilâtı tarafından ilan edilen Türk Dünyası 2040 Vizyonu'nda açıklanan hedefler doğrultusunda yapılması gereken önemli düzenlemelere de dikkat çekmesi amaçlanmıştır. Siyasi ve ticari ilişkilerin gelişmesinin insan hareketliliğini de beraberinde getireceği bilinen bir gerçektir ve insan hareketliliğinin sürekli hale getirilmesi ve artışının sağlanması da insanların sosyal anlamda kendilerini güvence altında hissetmeleri ile sağlanacaktır. Açıklanan bu husus doğrultusunda sosyal güvenlik sistemlerinin uyumlaştırılması konusu temel oluşturacak bir önem arz etmektedir ve bu nedenle tarafımca bu konu seçilmiştir. This thesis, which is considered as a comparison of the social security systems of the Republic of Turkey and the other independent Turkic Republics, covers the current social security systems and legislation of Türkiye, Uzbekistan, Azerbaijan, Kazakhstan, Kyrgyzstan, Turkmenistan and Cyprus. The thesis is limited to the mentioned countries and their social security systems, and it is an answer to the questions why Turkish states should develop their relations in the context of social security, how they can improve them, and why the harmonization of social security systems is important. In this context, since a detailed study has not been done before, the social security systems implemented in the mentioned countries will be obtained directly from the official government pages of the member countries and will cover all legislative updates to be made until the end date of the thesis. What are the financing methods in the social security systems of the countries, the rights provided to the citizens of the relevant country (incapacity benefits, disability, old-age, pensions granted within the scope of death insurance, retirement conditions, some statistics, etc.) are discussed in detail. It is also aimed to draw attention to the important arrangements that need to be made in line with the targets declared in the Turkic World 2040 Vision announced by the Organization of Turkish States. It is a known fact that the development of political and commercial relations will bring about human mobility, and ensuring the continuity and increase of human mobility will be ensured by people feeling socially secure. In line with this explained issue, the issue of harmonization of social security systems is of fundamental importance and therefore this issue was chosen by me.
