In recent years, especially the rapid development of information technologies has given a new dimension to education. The first use of portable IT tools in foreign language learning began in the 1980s, and learning with this technique was called Computer Assisted Language Learning (CALL). Subsequently, with the rapid expansion of portable IT devices, a new model has emerged that is a subset of the CALL structure, and the learning carried out with this model is called Mobile Assisted Language Learning (MALL). Mobile devices are considered as the most widely used information and communication technologies. They have provided great advantages in language learning. With mobile devices, users can do different tasks. They can make audio or video recording, take pictures, watch videos, send and receive audio, video or text messages and browse the Internet. Dyned, which is a combination of Dynamic and Education words, is an effective English language training software applied in several countries of the world. Dyned's courses cover all proficiency levels and include a range of age-appropriate courses, from kids in school to adults in university, corporate, aviation or other vocational settings. Dyned courses have been approved by Ministries of Education in several countries. With the aim of developing an effective training process, it has been developed to allow students to work on computers or portable devices on their own, as well as to provide instructor-led work in the classroom. Dyned is a modular system. It is composed of two levels, and each level includes 8 chapters. The teacher can allow access to each level manually or making students to attend proficiency test. According to the percentage of completion of chapters, the teacher can allow access to next chapter. Dyned is applied in all official 4 12th grade level in Turkey since the 2008 - 2009 academic year. Since 2014 - 2015 academic year, it has been offered to the use of Turkish students by mobile support. Students can practice the application from anywhere on the tablet or on their mobile phone when and where they want. The aim of this study is to develop a valid and reliable measurement tool that demonstrates the achievements of 10th grade students in "Dyned Mobile" educational software, taking the test development steps into account. For this purpose, Dyned software has been examined in detail by field experts. The benefits of the module coincide with the objectives of the Secondary English training program in Turkey. Subject analysis studies have been made for the test to be developed. After the completion of content analysis, determination of critical behaviors has begun. Behaviors expected to be earned through education should be included in the test. Expert opinions were consulted when decision was made on critical behaviors in order to ensure high coverage validity of the test. Target behaviors are presented in the specification table. The specification table was created with experts from the field of ELT (English Language Teaching). When the specification table was made, the Ministry of Education 10th grade English course framework and Dyned software were compared. The result is that the content of the Dyned software is suitable for the frame program. A total of 50 multiple choice questions, 5 of which are multiple choice questions that measure each target behavior, were prepared by four field experts (Each of the field experts are English teachers of Anatolian High School with at least 7 years of experience). in addition, it was confirmed that the questions were directed towards the target behavior by taking different expert opinions during the preparation of the questions. The questions were distributed appropriately within the test and a 50-question trial form was prepared. The trial form was applied to 369 11th grade students studying at Anatolian High School in Cigli, Izmir. in the analysis of the items tested, the answers given by all the students to each item were scored. Item analyzes were made using points and the appropriate items were decided. The views of the surveying experts have been consulted in the course of which questions will be put into the academic achievement test. Selected questions have been added to the final test. As a result, a valid and reliable measuring instrument consisting of 40 questions for Dyned software has been developed.en_US
