Özet
Bu çalışmanın amacı, Türkiye'de süt sığırcılığına yönelik politikaları ve bu sektörde yaşanan gelişmeleri analiz etmektir. Bu amaçla öncelikle Türkiye'de Cumhuriyetin kuruluşundan bu yana uygulanan hayvancılık politikaları bir bütün olarak incelenmiştir. Daha sonra sadece süt sığırcılığına ilişkin uygulamalara yer verilmiştir. Sonuçlar, Türkiye'de entansif süt sığırcılığını geliştirmek amacıyla çok sayıda politika uygulandığını, ancak bu politikaların genelde kısa süreli ve istikrarsız olduğunu göstermiştir. Ayrıca tarım politikaları içinde süt hayvancılığına yönelik özel bir destekleme ve piyasayı düzenleme sisteminin yaratılamadığı dikkati çekmektedir. Diğer yandan süt hayvancılığı alanında üretici örgütleri yeterli nitelik ve nicelikte değildir. Dolayısıyla bugün Türkiye'de hayvansal ürünler üretimi ve tüketimi, gelişmiş ülkelerden daha düşük düzeydedir. Bu nedenle süt üretimine ilişkin istikrarlı destekleme politikaları uygulanmalı ve üretici örgütlerinin süt piyasasında etkin olması sağlanmalıdır
The purpose of this study was to analyze the policies for dairy farming and developments in this sector in Turkey. For this purpose, primarily livestock policies implemented since the establishment of the Republic of Turkey have been examined as a whole. Then, it has been examined practices relating to the dairy farming. The results showed that in order to develop intensive dairy cattle in Turkey numerous policies have been applied, but these policies are usually to be short-term and unstable. In addition, it is remarkable that a special support and market regulation system for dairy farming in agricultural policies cannot be created. On the other hand, producer organizations in the field of dairy farming are not sufficient quality and quantity. However, nowadays, production and consumption of animal products in Turkey is lower level than the developed countries. Therefore, stable support policies for the production of milk should be implemented and it must be provided that producer organizations are effective on milk market
